Local can mean the entire state of Cali if you like bro, Jay is global, 40 is huge in his own state, I won't take that away from him, or his contribution to the game in terms of game, slang etc. But he never reached the peaks that Jay reached, few rappers have.

You mentioned he's raised two generations of Bay Cats, but he hasn't put on any rappers that have been commercially successful outside of the Bay either. Son is the epitome of a local celebrity.

That being said, 40 is not on any level besides longevity with Jay. Not business acumen, not reach, not popularity, not internationally...nothing...and 40 on of my favorites.
