The movie gets praise because it's an "artistic" analogy of fascism, power, and consumerism... Where the rich authority figures (portrayed by the politcal leaders) control and dictate the lives of the powerless and poor civilians (portrayed by the kids).
I seen it once a long while ago.. didn't like it, but that's the point. you're not supposed to like it... it's an ugly picture of excess and greed.
I stopped watching shock movies years ago... Serbian Film was like the last "shock movie" that I seen. Movies are always wack IMO... I think a movie like Pans Labyrinth is far more effective in getting it's point across about fascism... that's just me. Some folks like that disturbing artsy sh-t....
