I think the "Wired" magazine cover was a clue that whatever created the Monks was the real cause of the fall of civilization.
I'm thinking that they were an experiment that got out of control. They probably sucked all of the power out of the power grid to "charge up", then went on a massive killing spree when one of them got a paper cut.

My guess is that they tie this into the "No Guns" rule. Stray bullets=more accidental cuts to bystanders that you REALLY don't want to cut.
