If I'm Shumer/Pelosi I write the bill, finalize it, and dare him to vote against it. If he wants to tank Biden's presidency put the weight on him. Right now everything is hypothetical and abstract. Make it real. Use the tax increase numbers Manchin has supported, make sure the bill is 100% paid for...and then dare him to vote against it. And if he has the balls to do that, lower the bill to 2T and try again. But 1.5T ain't happening.
