My litmus test for Marvel movies is to see if they hold up if you take away the capes and costumes and see if the plot holds up. The Winter Soldier is a solid film in it's own right. A conspiracy thriller involving a top down Nazi take over of a United States federal government intelligence organization is status

That's why it's the best MCU film to me so far. It's good as a standalone same as Dark Knight.
