what do you mean what culture do they have to change, they have to change the indigenous culture, not everything but there are certain parts of the culture that have to change

And what cultural values make uneven debts obsolete? If Americans were poorer, the same thing would be happening here, since our culture clearly hasn't stopped debt exploitation of lesser degrees (and this is without getting into sharecropping and bonded labor in our past.)
