It would be a lot easier to develop such a culture in a place where poverty wasn't rampant. Economic exploitation, which is what these situations are, couldn't exist without those conditions.

A country like India doesn't work that way. What culture do those people have to change? It's the largest democracy in the world. Clearly the problem isn't one of having a political system that isn't based on the values you want. The problem is that things like rights are meaningless in an environment where material conditions don't allow for adequate exercise and enforcement.
