Someone can correct me if I'm wrong, but I think Carrie and Saul are the only ones, in the government, who know about the suicide vest from season 1. Estes knew but he's dead. Carrie lied to Lockhart in the first episode of this season about that and I recall Saul or Carrie saying no one can know that they had knowledge of Brody wearing the vest into the bunker. Dana knows, but her whole issue was about being lied to at the end of last season, so if Brody's name got cleared for the C.I.A bombing it would do more for his family than anything else. The obvious question everyone would have is what was the deal with the tape which kills any opportunity of him being in the clear and coming back, but technically no one would be able to prove he committed or attempted to commit a terrorist act.
