The title (and therefore being the top guy and reclaiming his spot from Rock, who surpassed him in his absence) meant everything to him and he'd do anything to have it, even selling his soul to the devil.

It was the right move then and I think still the right move now. Austin's character as a face had done everything he could do and was stale even after a year off. One of the many things the Invasion ruined was Austin's heel run, even if he had some amazing comedy shyt and matches during it. Austin was getting legit heat, which is pretty amazing after the previous 3 years, similar to the way Bryan is getting legit heat today.

Ultimately this is a continuation/another chapter/variation on the angle that started Bob Backlund's heel turn, which infected Bret and caused his heel turn, hit Austin, then, eventually to a lesser degree, Rock.

The top face gets "replaced" and freaks out angle played out in the background in WWE for 18 years straight

There were also two storylines in that feud that they were going with that were almost immediately dropped as well.

1.) Austin trying to keep Rock healthy for Wrestlemania. The night after No Way Out, when Angle and ****** were beating down The Rock, he came out to help Rocky fend off his attackers.
2.) Debra was The Rock's manager for a week.

The storyline was so good and the execution of it all was so perfect that people overlook those two spots in the story.
