Mostly correct, there's just one point you're missing. Why would the Democrats "pander" to Black vote for the vote when Black folk were barely 10% of the population and racist White folk were at least 50%? Why would they pander to get the minority vote in a bunch of states controlled by racist Whites who were already voting for them?

If this was a diabolical scheme for the Democrats to win votes it was the stupidest scheme ever. They pissed off 50% of the population just to pander to 10%? Up to 1964 the Democrats had won 7 of the previous 9 elections, they were dominating. After 1964 they lost 5 of the next 6 elections. If you think the Civil Rights Act was done to pander for votes then you either believe that the Democrats are the stupidest party ever, or that they only want black votes and don't give a shyt about white people.

Like I said, not only was the quote made up 30+ years after the fact, but it just plain doesn't make any logical sense as the Democratic motivation. LBJ would have known that the Democrats would be fukked in the South once that thing was signed.
