Think of it this way: unless China actively employs large swathes of the presently unemployed African population, and adds skilled training into the mix, while keeping interest rates low and not preserving specific jobs just for Chinese people, this will go poorly.
Each country has a specific need, with a different climate, a different anti-corruption mechanism, a different form of government, and a different populace: a pne-sized-fits-all solution could work, but it likely won't.
All African states need an national light-speed rail system, a series of state-owned refineries for minerals and resources, heavy public funding for their universities, and a national public works system free of outright corruption. Each also needs a national watchdog group.
I just don't see this as good, because most of the resource-rich states are still being pimped by Western Europe and Asia, in some way.
