All mammalian eyes are blue.
During gestation in the womb you are supposed to develop pigment.
This coats the blue layer until it is anything from brown or black.
When this does not occur correctly you get odd colors like green, or when this does not occur at all you are left with blue eyes.
Its a birth defect.
Its one of the easiest ways to determine a mammal is of low quality.
Its occurance is highest in animals/people with deficient melanin levels. cacs basically.
But its been studied most extensively in cats... because white cats are often born with a pigmented eye and a non-pigmented one (so, blue).
This makes it easy to study the pigmented and non-pigmented sides of the animal in the same subject.
The side without melanin usually suffers severe ailments. Hearing loss, slower senses, etc.
