The vigilante would see innocent people getting attacked and couldn't do nothing about it out of fear...so in due time he does it for them on his own terms.

He would memorize and secretly follow/watch (on some stealth shyt) the ppl that commit these crimes and one by one he'd eventually take them out...not at once but in time.
