It's true, and it's not because of Jay being bad but the fact being that he's not the “be all end all” of Hip-Hop, so he's just one out of hundreds if not thousands of rappers to ever exist since Hip-Hop's introduction into the world of music.

As far as if Jay didn't exist would other artists or certain Hip-Hop scenes be present well that's just fanfare to come to conclusions and speculations but, if those artists and scenes are dedicated to their craft they'd surely exist without Jay it's just that their fame and fortune may or may not be what it is now, due to numerous circumstances.

To say particular artists or Hip-Hop scenes wouldn't be anything without Jay is not giving those artists and regions enough credit or respect for the work they've put in on their own.
