If Frieza became that powerful after 4 months of training how strong could Cell become?

Nah Android 16, 17 and 18 were built the way you see them. They have robotic parts and could be controlled and shut down by remotes. Cell was a fully living organism who could grow as he aged. He had to be given hypnotic suggestions as an embryo to complete Gero's mission.

Cell's a living organic lifeform not an Android. He had an evolutionary process and grew as he aged. He just had the ability to absorb energy and went after the Androids because they had unlimited energy.

Cell wasn't an "android" by definition but he was artificially created by Dr. Gero, therefore making him an Android in the context of DBZ.

He's a biological Android as opposed to a mechanical one.
