They are targeting Criminals first, but if person happens to be with the criminal at the time of arrest and they are illegal as well (criminal or not) they are taking them in as well.

I remember back in 2013 i lived in El Paso Tx. Would go through border crossings between their and Juarez Mexico all the time.
Border Guards would always take one look at me, see a black man, and not even bother asking for my id to let me cross.
Nowadays i doubt thats the same. they probably hassling every black person at the border now.
