This isn't true at all, and the degree to which plotting on underage girls was "accepted" back then is wildly exaggerated. R. Kelly got away with it because he was a rich famous man and people chose to look the other way. It was still completely illegal and immoral. Don't you think there's a reason they had to falsify her age on the marriage certificate and lie about it publicly for so long? Even to this day, there are people who will claim he was never with her, they never would have had to claim that if nobody cared like you say.
I was just thinking about this the other day when by chance I read A Christmas tree and a Marriage by Dostoevsky. It's a short story about a rich degenerate who starts plotting on an 11-year-old girl cause her parents have set up a huge dowry for her, but he knows he can't make his intentions known until she's at least 16. That story was written in fukking 1848, nearly 200 years ago, and even then people felt that marrying a girl before she's 16 was wrong and the guy who has intentions on the young girl is clearly the villain of the story.
By 1920, there were 47 states that had the age of consent at either 16 or 18. So that's over 100 years that it has been ILLEGAL in nearly all of America to have sex with a girl under 16. Yes, of course there have been exceptions, but there have always been people making their own exceptions to every moral rule. Doesn't mean they didn't know what was up.
