I think Curry has the next best offensive skill set, but i'm still hesitant to say it's clear cut that he has the best overall skill set when defense is half the game and he's not particularly great at it. he does have a great argument just for being as good as he is as at shooting/dribbling tho.

i get what ur saying but his crossover is deadly regardless of his shot.

And the way he can finish with either hand at teh rim is insane

Penny was a more skilled player than Zeke honestly, just couldn't stay healthy long enough to sustain a prime

Something else about Steph aside from the elite handles, passing (you don't watch basketball if you think he's just "ok" here), off ball instincts and obvious shooting both from the perimeter and in the paint where he's phenomenal: He's got very quick hands defensively and great anticipation. He's constantly creating deflections or straight up ripping ball handlers and turning a turnover into fast break points. Few perimeter players in this league turn defense into instant offense like Steph.
Also, his man-to-man defense has improve since last season. He could held his own without help.

Steph isn't a bad defender. Klay is just a better defender plus he's longer and has far less offensive responsibility.

Curry is the weakest defender in the Warriors but the Warriors have great to elite defenders at almost every position.
