The big cities are surrounded by smaller towns that operate just like Odessa in Friday Night Lights. Most working people/families live outside of the big cities, but if your are young and single, you're losing if you aren't living in or near the city.

Naw, the Suburbs/surrounding cities of a Major City definitely are different from towns in a rural area. The town in FNL definitely feels more like a town in a rural area, than a suburb.
