You can be small and fat. He doesn't sound frail. With his stats he should probably just focus on squats, pushups and pull ups, rows and take the long route. A pot belly aint really nothing to complain about. It's possible to have a well defined chest and a pot belly. He should consider himself lucky
Thanks brehIt wouldnt hurt you to utilize cardio and bodyweight exercises like pushups, dips and squats. That'll keep you tone ad build strength while you lose weight, then when you begin to bulk you'll be building off a toned physique and you'll have some strength to utilize weight training.
