First off, it would become a dictatorship. And I would be the dictator. I would be the executive and legislative arm. As for the judicial arm, I would get rid of six of the Supreme Court justices, the left-wing and middle-of-the-road justices, and keep the conservative justices. I would have final say over any cases that pass through the Supremem Court.
I would go over all the liberal legislation and veto them, with dictator powers. I would sign in conservative legistation to be law. I'd create my own laws too. Federal laws would trump state laws.
I would fire all Congressmen and senators and support personnel of Congress. That would be the first major budget cut.
I would represent each state. No need for elections anymore. No more fighting over campaign financing because there won't be any more campaigns.
All corporations who pay-offed any Congressman or senator under the table would take that as a loss. Because I'm not going to take a bribe.
I would give all the territories (Guam, Puerto Rico, etc.) an ultimatum, either they get full independence or become a state of the union under my powers.
There's a whole bunch of other stuff too. Flat rate personal income tax, no itemized deductions. Flat rate corporate income tax, any previous tax incentive breaks would be removed.
Bomb North Korean military bases, missile installations, radars, ships, and airfields.
Create huge aquaducts and desalination plants from the Atlantic and Pacific oceans to feed water into farming communities in the midwest, west, northeast and south so drought is less of a problem.
I would change the name of the country from the United States of America to the United States of Sugar Ray.
