If Dems want whatever they pass to be successful they need to consider the administrative burden they are creating to enroll in programs. Programs shouldn't require a bunch of paperwork, calls, and frustration. No need to practice administrative exclusion and design programs in a way to make deter eligible beneficiaries form claiming benefits. That's the repubs job.
