It was appropriated by Congress for the states to handle. Congress has to change the law to allow the FED to disburse funds.

Meant federal government. Is there a way to take back the money? Repurpose it somehow. Would congress have to pass an amendment that dictates rules for mandatory usage by states and otherwise have to forfeit the funding?

As long as the filibuster remains in place it's all just political showmanship.

They can vote all they want but unless they get Manchin/Sinema on board and remove the filibuster (which won't happen) nothing has any chance of passing.
