We've heard him say he plans to run again. We've heard people close to him say they expect him to run again.

He's wanted to be president enough to run for office numerous times. Now that he has it I fully expect him to want to do 8 years if he can.

No because Biden could have run for President in 2016 but didn't. He wasn't planning on running for public office again until Trump's Charlottesville "both sides" press conference changed his mind.

He didn't run in 2016 because he lost his son and deferred to what looks like a party wide agreement that Hillary would be the next president.
