You do not see Black Americans going over to Haiti and undermining and sabotaging their progress unlike people like King Face (who is rumored to have died from HIV/AIDS and he lived like a rat and died like one) and other Haitian/Caribbean/Black Immigrants:

The White House is dumbing it down as much as possible for politicians, though. All 50 states got a fact sheet of "what's in it for me"

Yeah, they don't really say much. You've got to imagine that the details will get hammered out during reconcialtion or whatever. It's way too early in the process to have funds allocated to any specific projects.
