Well, it sounds like you've never been in either position. If there's a person with dope on them, there are two reactions when they see the po-po. 1. Run away. 2. Freeze up and assess their options. Running away is usually one of them.
Really, there are a lot of dealers who get robbed and shot. The situation usually ends up in one of the following, dealer gets shot and dies before police or medic show up, dealer gets shot and goes to the hospital with a gun shot wound but provides a wonky excuse as to what they were doing and how they got shot. It doesn't make the 11 o'clock news though.
