How the fukk is Claire acting president? I remember in the previous ep it was said that the VP would be acting president while all this shyt was going down. But wouldn't that be Donald?

This season was slightly better than the 3rd/worst season.

I figured they had to choose either Frank or the other guy, Will? Not the VP candidates AS pres.

They didn't. One chamber chose the VP as directed by the constitution. The other chamber, charged with selecting the president, failed to do so. Thus, during this stalemate, the constitutionally chosen vice president became acting president. It's convoluted and ridiculous and totally inline with everything this show now revels in.
