Maybe it is, some will still fall through the cracks. That's why you teach/inform your kids how to protect themselves from these predators. We teach them how to protect themselves and avoid the evil/dangers of this world, but some reason we've gotten lazy with girls & sexual assault.

As far as dressing provocatively in a school environment, that's just common sense. It's not like we are not advocating for burkas.
