The truth is there is a significant about of people who are tired of unstable people disturbing their commute. They don't care if an unstable person dies while trying to be restrained (best case scenario for Penny) . They're just happy someone did something.
But we aspire to be a country of laws not men. Penny acted unreasonably and killed a man. He's got to pay for that.
