He's comfortable cutting a promo but he's mediocre as fukk cutting them. He rambles way too fukking much and takes 10 minutes to make a point he could've made in 3-4.

He's not good at working a control section and unless he's in the ring with a top worker, his matches tend to be way too bloated. And that's working as a heel, which is his specialty. As a face, he has a hard time gathering sympathy (no better examples than the ones I already mentioned) and throughout his career, he lost momentum fast as fukk everytime he cameback after a long hiatus or turned face. It was always the same: get a very big reaction once and then lose most of that support in 4-8 weeks.

You're right... mostly... but his return at MSG in 2000 was one of the loudest pops ever.. That can't be explained away as "well he was gone a while" because most people even gone wouldn't get that type of pop .
