So let's look at the #refstimuluspackage in the last week...
okc gets the package in game 3...shooting 22 freethrows in the 3rd while SA shoots none...stimulus package used up completely...it moves to another team
miami gets the stimulus package in game 4...doubling up Indiana in free throws...stimulus package completely used up...goes to another team...
okc just outright outplayed the spurs in game 4...got some calls but didn't really need the stimulus package...package is just sitting their waiting to be used...this is important because now their could be 2 stimulus packages...the one not used by okc and the new one automatically generated for a different team
indiana gets the stimulus package in game 5...they completely use it up...actually they use 2 packages cause that is how much it cost to get bron 5 fouls in 13 minutes...that is why it never happens...because you actually need more than your 1 allotted package to do it, you need the team before you to not use their package at all and then be lucky enough to have it transferred to you, easy enough when their are only 4 teams...so indiana can thank okc for not using the package in game 4 to beat the spurs...but now there are no packages at all
