an agent needs to be able to negotiate contracts which implies a legal background. spence does not have that expertise. hell, it seems that he barely knows how to manage money and he's simply around because he's an ex-player with lots of contacts in that world.

You don't need a legal background to negotiate a contract.
In real life you don't need a law degree to be an agent.
I believe Drew Rosenhaus didn't get his law degree until after he was an agent and he never sat for the bar.

Why do Spencer and Joe act as if they're Vernon and Ricky's agent or manager when they are only financial advisors? Never understood that. Where is their representation?

Spence is big bro to these dudes. He's not their agent but because they listen to him, their agent and teams and others in their lives call on him to get through to these guys. It's that relationship that got him a job at the financial advisor firm to begin with.

The White dude who got robbed a couple episodes ago is their agent. How are we 3 seasons in and people don't know that (not you, people responding to you)????
