I don't think any service has it now in the U.S at least. I know VH1 picked it up for syndication awhile back, but everytime you tell a friend or co-worker about a show they ask if it's on Netflix.

Most sitcoms don't get Blu-ray releases. If you want "Happy Endings" in HD, you'll need to buy it digitally on VUDU, iTunes, Amazon Instant, or etc.
I buy TV show seasons on VUDU using VUDU credits I bought up. I usually buy each $5 VUDU credit for $2."Happy Endings" Season 3 is currently $35 to buy in HD on the various VOD retailers. But if I use VUDU credits I bought up, I would only pay $14 out of pocket for it on VUDU.

"Cougar Town"'s first season on TBS had already ended a month before "Happy Endings"' Final episode aired. So no, TBS didn't choose "Cougar Town" over "Happy Endings".
