Mr. Esperance said these allegations were made during interrogations of a suspect who has only been identified as "Number 2" of the terrorist syndicate. The actual name of this said Number 2 has not been made public and the Haiti Sentinel was not able to obtain it.
However, days before the arrest of Arnel Joseph, journalist Garry Pierre-Paul Charles of Scoop FM made mention of the arrest of a Number 2. He said the arrest took place in the area of Gerald Bataille in Tabarre. He also added that the suspect was collaborating with police and providing useful information.
At the time of the arrest of Arnel Joseph, several news agencies reported that police received valuable information from the Number 2 which helped in the arrest. The information said to have been obtained includes, positions of members of the gang, planned operations, and how they are being financed and armed.
The RNDDH Director first made the allegations that a former president had been making payments to the terrorist gang on Tuesday, August 27, 2019, on Magik 9. The information was subsequently reported by Le Nouvelliste. But Mr. Esperance has not given the name the former president. We at the Haiti Sentinel opted then not to report, such hearsay, less more specification.
But on Friday, the human rights defender provided more information, still less a name. Mr. Esperance said the former president he speaks of is arrogant and continues to present himself in public like a peacock. He tied this former president to the current regime in power, the Tet Kale regime, and says this former president has transferred money to Arnel Joseph while in office and continues to have contact with Arnel Joseph.
Gangs in Haiti have been armed and financed to a point where they have more firepower and will, through political support, than the Haitian National Police (PNH).
In 2019, 29 police officers have been killed by the terrorists gangs, a number surpassing the prior three years combined.
According to reports from the PNH, the RNDDH, the United Nations and other human rights observers, officials of the current administration are involved in massacres, kidnapping and other crimes, being carried out by gangs turned terrorist.
The motive behind the climate of terror have been to put fear in communities of people protesting the corruption of $4.3 billion [USD] in funds from the PetroCaribe program.
