As Police Capture Infamous Gang Leader, President Nominates a New Prime Minister: Fritz-William Michel

Besieged Haitian President Jovenel Moïse nominated his fourth prime minister on Mon., Jul. 22: Fritz-William Michel, 38.
Michel had been tapped to be the Planning Minister in the government of Moïse’s previous PM nominee, Jean Michel Lapin. But Lapin’s bid to be ratified by Parliament was foiled four times, leading him to offer his resignation on the morning of Michel’s nomination.

Since Mar. 21, Lapin had been acting prime minister after the House of Deputies ousted his predecessor, Jean Henry Céant, on Mar. 18.

Michel’s nomination was overshadowed by news of the capture of Arnel Joseph, an infamous gang leader who had eluded police and sowed terror in Haiti’s Artibonite region and the outskirts of the capital, Port-au-Prince.

Haitian Police captured Joseph at the hospital Lumière de Bonne-Fin, in the town of Cavaillon, a few miles east of the southern city of Aux Cayes. He had gone there to receive care for a leg wound sustained during gang warfare around the Artibonite city of Gonaïves in June. The clash left eight people dead and several others wounded.

Joseph had escaped from several attempts by police to arrest him near his Artibonite base. Each time, he retaliated by attacking police stations.

Videos and pictures of Joseph lying naked, bruised, and dirty on his back on the ground under the boots of policemen flooded social media immediately after his arrest.

According to the Haitian daily Le Nouvelliste, which obtained a copy of Michel’s curriculum vitae, the new PM nominee was the chief of staff of the Economy and Finance Ministry (MEF) until September 2018.

After leaving the College Catts Pressoir, Fritz-William Michel studied accounting from 2000 to 2004 at the National Institute of Administration, Management and Higher International Studies (INAGHEI) and administrative sciences at the Institute of Higher Commercial and Economic Studies (IHECE).

He also attended several seminars including the “National Course for Programming and Financial Policies” organized by the International Monetary Fund (IMF) and the Bank of the Republic of Haiti (BRH).

He then entered the MEF as a trainee in August 2004, becoming a technician in the Directorate of Studies and Budget Programming in the General Directorate of the Budget. He then became Chief Accountant in the General Directorate of Finance, then administrative and financial director at the Inspectorate General of Finances.

From December 2011 to July 2012, he held the position of Administrative and Financial Director at the Ministry of Agriculture, Natural Resources and Rural Development (MANDR).

MICHEL’S NOMINATION WAS OVERSHADOWED BY NEWS OF THE CAPTURE OF ARNEL JOSEPH, AN INFAMOUS GANG LEADER

After serving under Finance Minister Jude Alix Patrick Salomon, Michel joined the private sector as CEO of PM Agripro S.A. (founded in October 2016) and CEO of Express Transport and Distribution, and executive director of Carribean Products and Services.

Michel is a member of the federal council of the National Federation of Youth for Development (FNJD), where he holds the position of Budget Director.

He speaks Creole, French, and English. He is married and the father of one child.

Haiti’s rumor mill and social media has been filled with numerous unsubstantiated allegations that Michel’s champion was House of Deputies President Gary Bodeau, who met with President Moïse and Senate President Carl Murat Cantave just prior to the nomination. The rumors also allege without proof that Bodeau and Michel are close to Reynold Deeb, the COO of the Deka Group S.A., one of Haiti’s largest importers, which distributes such well-known Haitian brands as Bongú, Actimed, Nutrigu, Bonlè, and Tempo.

“Nobody understands where the guy came from,” said Steeve Khawly, a former presidential candidate of the Bouclier party which is close to the ruling Haitian Bald-Headed Party (PHTK) of President Moïse. “We’re starting to see people whom we have never seen in politics, and we’re not sure exactly where they’re coming from, what their past is. In a difficult situation like this, we should have a prime minister who is accepted by all parties, capable of doing the transition or doing things differently. But that’s not what we’re seeing here… We’re sensing that we’re going to have more trouble coming soon. ”

Over the past year, President Moïse has faced a growing national uprising of protestors demanding his resignation for his involvement in corruption related to the embezzlement and squandering of some $2 billion from the now-defunct PetroCaribe Fund, which was filled with revenues from cheap Venezuelan oil.

So is the concern is that Fritz-William Michel is incompetent at politics, incompetent at his profession, incompetent at his job, or just a corrupt crony?

Russia Soon to Allow Haitians to Travel Without Visa, says Foreign Minister

Foreign Minister Edmond Bocchit said a memorandum of understanding is in the works with Russia to allow Haitian citizens to travel to the country and Russian citizens to travel to Haiti without a visa requirement.

Minister Bocchit briefed the newspaper, Le Nouvelliste, on this project after headlines were made by the Pitit Dessalines leader, Jean-Charles Moise, who met with the Russian Ambassador to Venezuela, Vladimir Fedorovich Zaimsky, in Haiti.

Former Senator Moise made a 2-week visit to Caracas, Venezuela where he met with many leftist parties from nations such as Cuba, Mexico, Spain, Germany, Venezuela and Russia. Those visits, his subsequent visit by the Russian ambassador, and Mr. Moise's criticisms that the Jovenel Moise administration had turned its back on Venezuela and Russia, which was widely publicized, prompted two articles in Le Nouvelliste.

Minister Bocchit in his interview said the Russian ambassador met with him as well.

The ambassador was received at the Haitian Chancellery by the Minister of Foreign Affairs. During the interview, which lasted more than an hour, the two men discussed relations between the two countries and the upcoming signing of a visa waiver agreement for Haitian and Russian citizens, the minister told the paper.

Likely Not Welcomed News in Washington, D.C.


Diplomatic relations between Haiti and Russia have always been desired but much frowned upon by the United States and nations in the Organization of American States (OAS) with no other choice but to walk in lockstep with the U.S. agenda.

The former dictator, Francois Duvalier and his son Jean-Claude, were allowed their brutal reign in Haiti as long as they opposed the former communist regime of the U.S.S.R.

Russia hasn't been communist for nearly three decades but it wasn't that long ago that the U.S. Embassy in Haiti engaged vigorously to prevent Haiti from joining the PetroCaribe agreement with Venezuela.

Such an agreement between Haiti and Russia would prove a significant separation between Russian President Vladimir Putin and U.S. President Donald Trump who are usually said to see things eye-to-eye. The Trump administration has pushed forward a highly restrictive travel policy against non-European nations.

Corruption: 5 Senators Receive $100K to Ratify Prime Minister, Allegedly

At least five senators have been identified for having taken $100,000 [USD] each to vote for Prime Minister-designate Fritz William Michel and his proposed government. It was reported seperately and in rumor last week that the designated government was preparing $500,000 in order to obtain approval in the Senate. On Wednesday, Senator Sorel Jacinthe (INITE - Grande'Anse) provided names and circumstances in which senatorial votes were sold and bought

Senator Jacinthe said Senate President Carl Murat Cantave (AAA - Artibonite) visited his home a dozen times in the past two weeks, sitting for even 3 hours on an occasion. Senator Cantave was trying to get votes together to ratify PM-d Michel and told him about the monetary offers on the table for votes.

Even if Senator Jacinthe were not to vote for Mr. Michel and his government, he still could have made money by not voting against or campaining against to hinder the ratification of the government.

PHTK senators have taken the money according to Mr. Jacinthe. The list of those alleged to have taken the money follows:

  • Wilfrid Gelin (PHTK - Centre)
  • Jacques Sauveur Jean (PHTK - Nord'Est)
  • Willot Joseph (PHTK - Centre)

Senator Augustin and Jean both went on air Thursday morning to deny having taken any money for votes. They equivocated money changing hands with contracts between the administration, ministries and projects the lawmakers are claiming to be executing in their departments.

Senator Jacinthe has challenged any of the individuals he has launched accusations against to file charges of defamation against him. He hinted to the possibility of having proof including video evidence, at least in the case of the offers from the Senate President.

It has been reported by sources to news agencies that the current proposed government is without "pieces", that is, they have not presented the documents necessary to hold the positions they are nominated to hold.

In the ratification proceeding last week in the Chamber of Deputies, Prime Minister-designate, Fritz William Michel, became the first designate to give an abridged version of his general policy in a rush vote. The Speaker of the Chamber of Deputies, Deputy Gary Bodeau (Bouclier - Delmas) had written a letter to government institutions telling them to not cooperate with the chambers committee established to review the "pieces" of the proposed government.
