How old is your cousin? That's not very heavy, and I would think most men who workout consistently can reach that quick.
I have a modest view on what heavy is. I've always viewed two plates as being the sort of benchmark for being considered strong. At that point, you begin to head into being a more serious lifter. Average lifter probably maxes out at 185-205lbs.
