Only thing with this is the whole point of GTA is a bunch of British dudes (Rockstar) taking the piss out of American culture, so it's kinda always gonna have to be set in America.
What they should do however is include a portion of the map thats outside of the US as a secondary region of some sort. Think Mexico in RDR1 or those Caribbean islands in Scarface TWIY.
If they set the game in Vice City again you should be able to travel to parts of South America, maybe a fictional Medellin or Bogota or some shyt.

updated hd 80s era cartel fukkery in vice city and liberty city (with single missions in columbia) would be

60s/70s era mafia fukkery in Liberty City and Vegas would also be amazing.
The modern era isn't as interesting. Both 4 and 5 weren't as engaging story/characters wise as san andreas.

every thread that kept being mad about "what will be the next city in gta?" I keep saying it wont be a city it will be all of the US or at worse Multiple cities(all of the gta cities in every gta. they could include the london one from the original too if they so well pleased. They can do that with this gen consoles. they are powerful enough. we are getting huge games on hard drives now. so space is not an issue anymore. mapping is light work now with google maps and all the shape files, etc. It's way easier to pull off now.
I better not see any situation where I'm fast tracking from one city to another. NOPE. we all better have to drive, train, or plane it.
