Honestly they've left it so long a HD/current gen rendition of Vice City doesn't even appeal to me anymore. Also I feel if it was in Vice City the game would just turn out to be a modernised throwback to GTA Vice City, kinda like how GTA V was to San Andreas.
I'm a die hard GTA fan and always have been but the series has just gone stale if you ask me, mainly because they just keep recycling old cities and giving them HD make overs. If they were really serious about revitalising the series then they'd give us a brand new cities/locations for the next game. Theres so much potential location wise but they seem to be obsessed with this idea that America only consists of New York, LA and Miami. Ideally I'd like to see them set the game somewhere based off of a less mainstream city and put more focus into the surrounding rural areas - RDR2's rural setting is simply the best open world game map ever created IMO.
I also want them to start going back in time again, part of what made the earlier games so great was their historical settings.
Like many people I thought the last GTA was a huge disappointment and of course the whole Online thing has tarnished the series completely for some people. But after RDR2 I still believe Rockstar has it in them to deliver one last phenomenal single player based GTA game. Either way it'll be interesting to see what they come up with next for the series.
