Like I said Vice/Miami is easy pickings. Not only that but Miami is more popular than ever only thing is the "Cartel era" has died down but trust me Miami is still about the drugs.looking at how RDR2 nailed the swamps, Vice City (Florida) is more than likely the setting for the next GTA. You include some caribbean islands and you got the map basically. Then you can go with cartel/drug trafficking in modern times or go back to some 1950's Miami/Cuba fukkery like Godfather 2.
You don't even NEED the 90s breh. Modern times. Zoe Pound still big in Miami I heard or at least Haitian organized criminals. They also have a big hold in the Hip Hop scene down there. Imagine playing as a young up and coming Haitian immigrant drug trafficking and extorting rappers.90's Miami with the Zoe Pound Gang robbing the dope pushers would be fire! I'm ready

They should do Brazil, Columbia, or Mexico with their first female protagonist and have the plot like the old GTAs. The female is the daughter of one of the biggest fictional drug cartels, one of the rival cartels takes out the dad/majority of the cartel, daughter escapes and hides out with an old friend. Start from the bottom and build your way back to running your father's cartel.
Sounds generic. Almost anything to do with Mafia as a main focus post Mafia 3 is generic
