No. That is FALSE. Black people don't have the power to be racist. Racism is PREJUDICE + POWER. We can be prejudiced all we want but unless we have the power to act on that prejudice, it ain't racism.

Racism is a SYSTEM. A system that is expressed in the social and political landscape which shows disparities in wealth and income, housing, criminal justice, education, health, employment among other things.
What black nation on earth at this time period can operate and exercise this system wholly, solely for their benefit without the intervention of white people? Where in the world are there white people or non blacks living among a predominant black population in which the black population, governed by themselves implement a system aforementioned?
You're always hearing about some small minority group in a predominantly black area controlling and exercising some form of racism that blacks cannot currently equally do. You don't hear about a African community in some non black country doing this but you always hear the opposite.
