GTA3 map wasn't huge it's an illusion to u because there was 3 different areas.. San Andreas was PS2 at it's limit late in the game
A next gen Miami can incorporate everything that was missing in vice city
Like i said Miami is huge.. they could even add the Florida Keys to the next gen

- pick a cartels to join and rank up or be a nomad and at war with all.
- run missions up to SoCal, South Texas and out to alcapulco (possible expansion content).
- duck DEA, CIA, Mexican military
- put in work for dirty politicians
- collect the usual cars, properties and boats
- make the FBIs most wanted list
- make an imaginary Forbes list

A lot of possibilities, R* should hire me for creative input
