Bruh... How does that make sense? The ape is still a part of Vegeta's arsenal of moves. He even created a fake moon for it. Vegeta won the first round.

So kaioken COUNTS (Goku was getting whooped before using it) which is a literal hack (power level multiplier) but Vegeta's natural transformation doesn't? Interesting.
