I really don’t think he’s actually from the city, anyways, yeah miskeen is used the same way it is in arabic, but more so from the origins of the word in Islam which refers to a child or teen in the streets who has been orphaned. Basically it’s used in “slang” context to refer to as someone as a bum, dirty or dusty.

In terms of copying or recycling slang, Toronto is the number one most multi cultural city in the entire world, so if you’re growing up and going to school with kids of all difrent cultures and ethnicities it’s pretty natural to adapt elements of the other cultures around you. I know Jamaican dudes who grew up around Pape and Cust that say malaka, they’re not biting someone else’s culture they just happened to grow up around Greeek Town. It’s really not that serious.
