Once north America and Australia are becoming too expensive and hostile, you'll start to see more Chinese living in Latin America.

That's no formalized plan, that's just natural immigration drift. A plan is sending 100 million men in a mass migration all over the planet and just zerg rush everything in their path.

And still have ~1.4 billion people in reserve.

More like the other way around. They are going to have to give into immigration at some time.
