Failed is a strong word but I strongly prefer "IW". Mostly because it focused on Thanos. Who was like the 90's Bulls during the whole movie.
And that alone makes it better than "Endgame". Because in every MCU movie prior to "IW", the villain got defeated. Then, after "IW", they went right back to the same formula of the villain being defeated.
Which is honestly inevitable given the nature of these movies but they're going to struggle to replicate the hype of Thanos. Because people went from thinking he's a chump sitting on a chair not doing anything to pretty much as soon as "IW" started. The only way to improve on that is make whatever new major villain they use hand the good guys L's across multiple movies.
