Extending the moratorium is a feel good exercise. The system needs to work. People facing eviction need to get in front of judges. The judges can make decisions about who needs resources and who needs to vacate.

ACABIt’s not anything official, but the slowdown seems to come from the police unions as a response to oversight and threats to take away their funding. The same thing happened in Baltimore after the Freddy Grey riots.
