You could make the argument that it's because he's older and therefore "cooler," but the way Maya acts around Josh is entirely different from how she acts around Lucas. I think she makes fun of Lucas because being an only child, she thinks that's how siblings act. Either that or its a defense mechanism because she held back because she knew Riley liked him.
Either way, Riley definitely doesn't see him as a brother, but the story that Eric and Jack told her about Rachel made her think that she'd rather have that type of relationship with him (like Eric and Rachel) than none at all if it went south (like Jack and Rachel).
