The police that arrested them worked for the city.

The police officers that arrested them are employees of the city; that's how the city was involved and that is the point of suing the city - in retribution for the conduct of it's employees and damages to the victims as a result of that conduct. They sued Starbucks too, as a corporation that would technically include the manufacturers, distributors, etc.

Two African American men arrested at a Philadelphia Starbucks last month have reached a settlement with the city and secured its commitment to a pilot program for young entrepreneurs.

Rashon Nelson and Donte Robinson chose not to pursue a lawsuit against the city, Mike Dunn, a spokesman for the city of Philadelphia, told The Washington Post. Instead, they agreed to a symbolic payment of $1 each and asked the city to fund $200,000 for a grant program for high school students aspiring to become entrepreneurs.

“This was an incident that evoked a lot of pain in our city, pain that would’ve resurfaced over and over again in protracted litigation, which presents significant legal risks and high financial and emotional costs for everyone involved,” Philadelphia Mayor Jim Kenney said in a statement.

Getting the city to have something for the youth is a good move. I'm gonna allow myself to believe that the city will follow through. But there's also the Starbucks settlement which was most likely much more than $200k. They can do something privately with that as well. IIRC, they were about to have a business meeting about an investment anyway. So more money and opportunity for them.

They did the right thing this will bring them more money. Starbucks giving them money was a pr move not something they had to legally do.

That money is not getting spent on 1 damn negro kid. Cities don't even build the shyt they have voters vote bonds on half the time. They damn sure aint going to spend that money on people who need it

They spent more money on the festivities for the eagles Super Bowl win than they did for community development. Even closed schools in deprived areas, the schools were under federal supervision for a period of time bc the management was not meeting standards. Not sure the city will follow through, not based on past decisions.
