Obviously, Hugo Chávez and Nicolás Maduro bear a great deal of responsibility for this recession, as their overspending and mismanagement left the country unprepared to deal with the negative terms of trade shock.

The US kicked a dying horse by imposing sanctions, but the economy was already in a recession due to oil prices (the article states this). It also states that the economy couldn't recover when oil surged again because of sanctions; but, an "economic boom" in Venezuela would not improve the QoL for citizens due to rampant corruption within the incumbent regime. An obviously intelligent person wrote that article, but it's pretty biased.
