Individuals under consideration for roles within the agency itself, as well as in the Office of the Comptroller of the Currency, are also being asked “if deposit insurance could be absorbed into the Treasury Department” after eliminating the agency, the report noted.

Y'all still don't get it. He doesn't have to abolish them outright to severely reduce their role. He controls who gets appointed to three of the five positions on the FDIC board of directors. They set the policy priorities, so if he picks people who want to scale back their role or merge it with the Treasury Department, they could shift the agency's focus, enforce regulations less aggressively, use their rule-making authority to re-write regulations, or set the groundwork for bigger changes. Further, he could use executive orders or other agencies like the Treasury or the Office of the Comptroller of the Currency to push for looser banking oversight. Even though he can't get rid of it without Congress, he could still make it a lot weaker and significantly less effective.

That's one of the central ideals behind Project 2025. They can't abolish these federal agencies, but they can gum things up to the point that they become far less effective at doing their jobs, which is effectively the same thing.
